Terms and Conditions

Last updated: 2 September 2026

IOC Support provides a free, independent initial assessment to help you understand what may have happened, whether further investigation may be worthwhile, and what options may be available next.

These Terms and Conditions apply when you submit a case to IOC Support through ioc.support or otherwise request a free Initial Case Assessment from Intelligence On Chain (“IOC”, “we”, “us” or “our”).

By submitting a case, you confirm that you have read and accepted these Terms and Conditions. If you are submitting on behalf of a business, DAO, organisation or another person, you confirm that you have authority to act on their behalf.

1. Who provides the service

IOC Support is provided by Intelligence On Chain, a UK-based provider of professional blockchain investigation, cryptocurrency tracing and investigative support services. IOC serves individuals and organisations internationally.

IOC Support is not a law firm, financial adviser, law-enforcement agency, bank, cryptocurrency exchange or asset-recovery authority.

2. Eligibility

You must be at least 18 years old to submit a case. A parent, guardian or other appropriately authorised adult may submit information on behalf of somebody under the age of 18.

The service is available to individuals, businesses, DAOs and other organisations or entities. Availability in any particular country remains subject to applicable laws, sanctions, regulatory restrictions and IOC’s professional discretion.

Submission of a case does not guarantee that IOC will accept, assess or respond to it. We may prioritise or decline submissions according to their nature, complexity, available information, investigative viability, urgency, available resources and any legal, ethical or operational considerations.

3. What the free assessment may include

Depending on the circumstances and the information available, the free Initial Case Assessment may include:

  • Initial review and triage of the information supplied;
  • Limited, basic blockchain tracing;
  • Identification of apparent destinations, endpoints or relevant services;
  • Consideration of possible freezing or preservation opportunities;
  • An initial opinion on whether further investigation may be worthwhile;
  • Suggested practical next steps;
  • A basic tracing chart, where IOC considers one appropriate; and
  • An invitation to discuss the case by telephone, where appropriate.

IOC retains complete discretion over the nature, scope and depth of work undertaken as part of a free assessment. The service is intended to provide initial clarity and direction; it is not a full investigation.

4. Types of case

IOC may consider cases involving matters such as:

  • Cryptocurrency investment scams;
  • Romance and confidence scams;
  • Impersonation and social-engineering fraud;
  • Phishing and account compromise;
  • Bank-transfer fraud connected with cryptocurrency activity;
  • Cryptocurrency theft;
  • Hacked or compromised wallets; and
  • Other suspected fraud involving cryptocurrency or blockchain transactions.

IOC may decline matters that fall outside our expertise or where a meaningful assessment cannot reasonably be completed using the information available.

5. What the free service does not include

Unless IOC expressly confirms otherwise in writing, the free Initial Case Assessment does not include:

  • A full or comprehensive investigation;
  • Detailed tracing through mixer or mixing services;
  • Substantive open-source intelligence or identity investigation;
  • Legal, financial, tax or investment advice;
  • Asset-recovery services;
  • Contacting suspects or alleged offenders;
  • Contacting banks, exchanges, wallet providers or other services;
  • Making reports to police or other law-enforcement bodies on your behalf;
  • Formal expert evidence, witness statements or expert-witness services;
  • A court-ready or evidential investigation report; or
  • Any guarantee that assets will be located, frozen or recovered.

Any full investigation or additional professional service offered by IOC will be subject to a separate written service agreement. You are under no obligation to purchase further services after receiving a free assessment.

6. Nature of the assessment

The Initial Case Assessment is a preliminary professional opinion based on the information available at the time. It may be incomplete, and its conclusions may change if further transactions, evidence, attribution information or other relevant facts later become available.

Blockchain attribution and tracing can involve uncertainty. An apparent endpoint, exchange deposit address, service connection or wallet attribution should not be treated as conclusively established unless supported by further evidence.

Identification of a possible exchange, service or other endpoint does not confirm that assets remain there, that an account holder has been identified, or that the assets can or will be frozen.

7. No guarantee of investigation or recovery

IOC does not have the legal authority to freeze, seize or recover assets. Any such action ordinarily depends on banks, cryptocurrency exchanges, wallet providers, law-enforcement agencies, courts, solicitors or other authorised parties.

IOC may assist by identifying relevant information, providing investigative support or working with appropriate third parties where legally permissible and separately agreed. However, we do not guarantee:

  • Identification of an offender or account holder;
  • Identification of the final destination of assets;
  • Acceptance or investigation of a report by law enforcement;
  • Cooperation by an exchange, bank or other service;
  • Freezing or preservation of assets;
  • Prosecution or other legal action; or
  • Full or partial recovery of any loss.

8. Not an emergency service

IOC Support is not an emergency service. Do not delay contacting your bank, cryptocurrency exchange, wallet provider, police, national fraud-reporting service or another relevant organisation while waiting for our response.

Cryptocurrency can move quickly, and delays may reduce the possibility of preserving relevant information or assets. We aim to review submissions as soon as reasonably practicable, but we do not guarantee any response or completion time.

9. Reporting to law enforcement

Our assessment may contain information that assists you when reporting the matter to police or another law-enforcement agency. However, it is not a formal evidential report, and we cannot guarantee that an authority will accept, investigate or act upon the information provided.

Unless separately agreed in writing, you remain responsible for making your own reports and providing information directly to the relevant authorities.

10. Information you provide

You may be invited to provide information such as transaction hashes, wallet addresses, screenshots, correspondence, names, phone numbers, bank information, relevant documents and police or crime-reference details.

You confirm that:

  • The information you provide is accurate and complete to the best of your knowledge;
  • You will not deliberately provide false, misleading, fabricated or unlawfully obtained information;
  • You are the affected person or entity, are authorised to act for them, or otherwise have a legitimate and lawful reason for making the request;
  • You have a lawful basis for sharing information concerning another person;
  • Your submission is not intended to facilitate harassment, stalking, intimidation, fraud or another unlawful purpose; and
  • You will promptly correct any material information you later discover to be inaccurate.

Never send IOC your wallet seed phrase, recovery phrase, private key, password, authentication code or complete login credentials. IOC will never require this information to assess or investigate your case.

11. Unacceptable or unsuitable use

IOC may immediately refuse, stop or withdraw an assessment where we reasonably believe that a submission:

  • Is unlawful, unethical, misleading or abusive;
  • Contains fabricated or unlawfully obtained material;
  • Is intended to trace, identify, monitor or intimidate somebody without a legitimate reason;
  • Relates to stalking, harassment, domestic abuse or improper surveillance;
  • Could assist fraud, money laundering, sanctions evasion or another criminal activity;
  • Creates a legal, regulatory, sanctions, safety or conflict-of-interest concern;
  • Duplicates an existing submission;
  • Attempts to obtain a full investigation through repeated submissions; or
  • Is otherwise unsuitable for IOC Support.

Ordinarily, only one free assessment will be provided for each incident or materially related group of transactions, unless IOC agrees otherwise.

12. Artificial intelligence

IOC may use artificial-intelligence tools to assist with organising information, considering possible investigative steps or supporting the preparation of an assessment.

Information submitted to external AI systems for this purpose will be anonymised. AI-generated material will not be treated as a final conclusion without human review. A professional IOC investigator will review the relevant analysis before an assessment is shared with you.

AI tools can produce incomplete or inaccurate results. Their use does not change the preliminary nature of the Initial Case Assessment.

13. Privacy, confidentiality and data retention

IOC will handle personal information in accordance with applicable data-protection law and our Privacy Policy.

Case information will ordinarily be accessible only to authorised IOC investigators. Where reasonably necessary, IOC may engage approved investigators, professional advisers or subcontractors to assist with an assessment. Appropriate confidentiality and data-protection requirements will apply.

Case submissions and associated material will ordinarily be retained for 24 months following submission or the most recent substantive activity on the case. Information may be kept for longer where required or permitted by law, for the establishment or defence of legal claims, to comply with regulatory obligations, or where another lawful reason applies.

Requests concerning access, correction or deletion of personal information will be handled in accordance with the Privacy Policy and applicable law. Some information may need to be retained despite a deletion request where IOC has a lawful reason to do so.

IOC cannot promise absolute confidentiality where disclosure is required by law, court order or a competent authority, or where disclosure is reasonably necessary to prevent serious harm or suspected criminal activity.

14. Referrals and third parties

IOC may suggest or introduce you to solicitors, law-enforcement contacts, investigators, exchanges, specialist service providers or other third parties where we believe they may be relevant to your circumstances.

IOC may receive a referral fee, commission or other commercial benefit from certain third parties. Where applicable, the existence and nature of a relevant commercial relationship will be disclosed to you.

Any referral is optional. You remain responsible for deciding whether to contact or appoint a third party and should carry out your own checks before doing so. Unless expressly stated otherwise, IOC does not control, guarantee or accept responsibility for a third party’s advice, conduct, availability, fees or services.

Transparency and Independence

Where applicable, IOC will disclose the existence and nature of any material referral arrangement or financial interest that could reasonably influence a client's decision to engage our services. Referral arrangements do not create any obligation for a client to purchase additional services, nor do they affect the independent nature of IOC's investigative findings, recommendations or professional judgement.

Unless expressly agreed otherwise, IOC is not responsible for the services, advice, conduct, fees or performance of any independent third party to whom a client is referred.

15. No obligation to purchase services

The Initial Case Assessment is provided without obligation. You are not required to purchase an investigation or appoint a third party introduced by IOC.

Where further work appears worthwhile, IOC may offer paid investigative services. Any such work will begin only after the scope, terms and charges have been separately agreed in writing.

16. Conflicts and other clients

Providing an Initial Case Assessment does not create an exclusive investigator-client relationship. IOC may provide services to other clients, provided that doing so does not create an actual conflict of interest concerning your particular matter.

IOC may decline or discontinue an assessment where a conflict exists or subsequently becomes apparent.

17. Reliance and limitation of liability

You should not rely on the Initial Case Assessment as a substitute for legal, financial, regulatory or law-enforcement advice. Where appropriate, you should obtain advice from a suitably qualified professional.

To the fullest extent permitted by law, IOC will not be responsible for losses arising solely from:

  • Your decision to act or not act on a preliminary assessment;
  • Incomplete, inaccurate or misleading information supplied to IOC;
  • Changes in blockchain activity or the movement of assets after our review;
  • The conduct or decisions of banks, exchanges, law-enforcement bodies, solicitors or other third parties;
  • A failure by a third party to freeze, investigate or recover assets; or
  • Delays outside IOC’s reasonable control.

Nothing in these Terms excludes or limits liability where it would be unlawful to do so, including liability for fraud, fraudulent misrepresentation, or death or personal injury caused by negligence.

18. Changes, suspension and withdrawal

IOC may amend, restrict, suspend or discontinue IOC Support or the free-assessment service at any time. Submitting a case does not create an ongoing entitlement to free investigative work.

The Terms applying to a submission will ordinarily be those published when the case is submitted, although changes required by law or regulation may take immediate effect.

19. Severability

If any provision of these Terms is found to be invalid, unlawful or unenforceable, the remaining provisions will continue in effect. The affected provision will be treated as modified only to the extent necessary to make it enforceable.

20. Governing law and jurisdiction

These Terms and any dispute or claim arising from the IOC Support service are governed by the laws of England and Wales.

Subject to any mandatory rights available to consumers in their country of residence, the courts of England and Wales will have jurisdiction over disputes connected with these Terms or the service.

21. Acceptance

By submitting a case, you confirm that:

  • You have read and understood these Terms and Conditions;
  • You accept the limited and preliminary nature of the free assessment;
  • You understand that IOC cannot guarantee freezing, investigation or recovery;
  • You confirm that you are authorised to provide the submitted information; and
  • You consent to IOC processing your information as described in these Terms and the Privacy Policy.
